MINUTES OF MEETING
DECEMBER 6, 2001

PRESENT: Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Ted Bailey, Harold Arey, Ray Towle, Skip Lawrence, Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of November 1, 2001.

Motion was made to accept the minutes as written.

PUBLIC HEARING: ZONING CHANGES
        Commercial and Industrial shared development

Chairman Scott read proposed changes. Copies of the proposed were handed out to the members of the town present. This change is to give landowners in the commercial zone a new access alternative with the limited access to routes 4, 202 & 9 and route 28.

Some concerns were increased traffic, ground water runoff and ground water restoration in the area of the paved property. The Board will work with each development on a case by case basis.

Motion was made to accept the changes and have them placed on the Warrant for March 2002.

DISCUSSION:     Pat Kargezian
        Home Occupation – Antiques
        Map 4, Lot 158, Dover Road

Ms. Kargezian would like to have and Antique shop on her property. The Board informed her that she would need to go through site review for this property. The zoning states that Home Occupation in the Commercial Zone will be required to complete a site review with a reproducible mylar for recording. This will require a surveyor.  Ms. Kargezian was given a site review checklist and will contact Secretary Deachman to continue.

DISCUSSION:     Paul Adams

        Elderly Housing Zoning, Capitol Improvements Program, Growth Management Study, and Impact fees.
ELDERLY HOUSING ZONING:
Mr. Adams handed out some information on Elderly Housing Zoning. Mr. Adams stated that there was an information sheet in the Suncook Sun asking if there is an interest in Elderly Housing and there were a few responses to the feeler that were positive. The Board requested that the information be sent on so they can review it.  

It was asked, “what benefits would the town receive?” response was “you don’t have to pay for it.”  Continued discussion on paying for the housing and taxes. Elderly housing usually has a wavier for school portion of town taxes. He states that we must have a change in Zoning to get money from the Federal Government and if we don’t get the change in the Zoning this year we will be a year behind in Federal Funding.

There will be a public information meeting explaining how to receive Federal funding at sometime in the future.

Mr. Adams has created a two-paragraph change for the Zoning. Based on information he has received from area towns. The Board received a packet from Central NH Regional Planning Commission with Zoning from other area towns who have Elderly Housing Zoning and all of these are more than 2 pages.

Mr. Adams plans to have this item on the Ballot by petition. The Planning Board is not against have some type of Zoning in place, but would like to see numbers of how many people responded and what their responses were, and would also like to have the opportunity to review all of the other towns Zoning and have the Town Attorney and Central NH Regional Planning Commission work with the Board on a project of this size.

CAPITAL IMPROVEMENTS PROGRAM:

Mr. Adams asked if the Planning Board had developed a capital improvements program? Chairman Scott responded that we have a plan in place and Central NH Regional Planning Commission is going to work with the Board on updating the plan.

GROWTH MANAGEMENT:

Central NH Regional Planning Commission is also working with the Board on this project.

IMPACT FEES:

Again Central NH Regional Planning Commission will help us update this as well.
